1. MEETING CALLED TO ORDER:
A. THE PRESIDENT CALLED THE MEETING TO ORDER AT 12:01 PM

I. CHEQUING ACCOUNT CLOSING BALANCE IS JUST OVER $14,000
II. BUSINESS ACCOUNT IS JUST OVER $5,000
III. CANADA ONE SAVINGS ACCOUNT IS $3,000
IV. PETTY CASH IS $46.90
V. MOTION: PETTY CASH BE TOPPED UP TO $300.00. – MOVED BY MIKE ZUBRACK, SECONDED BY CAROL MCDONALD – CARRIED
5. NEW BUSINESS
A. LOCAL 30903 ADMINISTRATION
I. PSACC OFFICE WOULD LIKE EVERYONE’S INFORMATION OF THE EXECUTIVE COMMITTEE.
II. WILL SEND PERSONAL INFORMATION WITH THE AUDIT REPORTS THAT NEED TO BE SENT.
III. THE PERSONAL INFORMATION NEEDS TO GO UP THE CHAIN TO THE REGIONAL LEVEL.
IV. ROBERT TUCCI NEEDS TO SEND BY REGISTER MAIL THE AGM MINUTES AND AUDIT REPORT
V. MOTION: ROBERT TUCCI IS TO RECEIVE $20.00 FOR THE REGISTERED MAIL THROUGH CANADA POST – MOVED BY MIKE ZUBRACK SECONDED BY WAYNE PARKS – CARRIED
B. 2013 – 2014 BUDGET
I. RICK PARENTEAU AND MARISSA CROSSWHITE WENT OVER LAST YEAR’S BUDGET TO SEE WHAT WAS SPENT AND TO WHAT WILL BE SPENT FOR THIS YEAR.
II. FOR CONFERENCES AND TRAINING THE MONEY AVAILABLE IS $500 MAYBE IT SHOULD BE TOPPED UP TO $1000 FOR POSSIBLE HOSTING OF COUNCIL OF LOCALS. MIKE ZUBRACK TO LIAISE WITH JUDY.
III. WE NEED TO PAY TO ATTEND $1 – $2 PER MEMBER, THIS WILL COME FROM CONFERENCES AND TRAINING.
IV. NATIONAL CONVENTION IS THIS YEAR WITH THE PRESIDENT ATTENDING, POSSIBLE $600 REIMBURSEMENT.
C. JANUARY GENERAL MEMBERSHIP MEETING
I. NEED TO BRING BUDGET FOR THIS MEETING.
II. CO STATED HE WANTED TO HAVE A LABOUR MANAGEMENT CONCILIATION COMMITTEE MEETING. RICK PARENTEAU WAS UNSURE WHEN THE CO WANTED THIS MEETING.
III. THE AGM SHOULD BE SCHEDULED FOR THE LAST WEEK OF JANUARY. RICK PARENTEAU WILL TALK TO THE CO TO MAKE ARRANGEMENTS .
IV. IT IS AGREED THAT IDEALLY THE LMCC SHOULD BE BEFORE THE GENERAL MEETING. RICK PARENTEAU WILL ATTEMPT TO PUSH FOR THE LMCC MEETING TO BE HELD BEFORE THE GENERAL MEETING
V. RICK PARENTEAU WILL SEE WHO IS ABLE TO ATTEND THE LMCC MEETING FROM THE MINUTES FOR THE LOCAL EXECUTIVE MEETING

D. TERM EMPLOYEES
I. THERE ARE 13 – 17 TERM EMPLOYEES.
II. IF THINGS REMAIN AS THEY ARE NOW TERM EMPLOYEES WILL NOT BE EXTENDED.
III. THE ONLY AUTHORITY LCOL. QUINN HAS FOR HIRING IS CASUAL EMPLOYEES AT THIS TIME.
IV. CASUAL WORKERS ARE DOING THE SAME WORK AS TERM WORKERS.
V. THIS WILL BE ONE OF THE TOPICS AT THE LMCC.
VI. WANT TO ASK (AT THE LMCC) WHAT MONIES ARE ALLOCATED TO WHERE.
VII. OTTAWA IS NOT LOOKING AT ANY STAFFING REQUESTS REGARDLESS UNTIL THE DEPOTS GET DOWN TO THEIR FULL TIME STAFFING REQUESTS, FOR 7 CFSD IT IS 78 BY FISCAL YEAR 2015.
E. WORK LOAD DESCRIPTIONS WITH LESS STAFF
I. PEOPLE SHOULDN’T WORK OUTSIDE THEIR WORK DESCRIPTIONS.
II. IF WORKERS DON’T STICK TO THEIR DESCRIPTIONS AND STOP DOING THE EXTRAS THEN MANAGEMENT WILL NEVER KNOW THERE IS A PROBLEM.
III. IF MANAGEMENT CAN GET THE SAME WORK DONE BY AN STS 2 WHY WOULD THEY HIRE ANYONE HIGHER THAN THAT?
IV. NOT EVERYONE KNOWS WHAT THEIR WORK DESCRIPTION IS, THEY ARE TOLD WHAT TO DO AND THEY DO IT
V. THIS IS A PROBLEM THAT SHOULD BE ADDRESSED AT THE LMCC.
VI. NEED TO ASK WHEN THEY ARE REVIEWING THE NEED FOR EMPLOYEES FOR WORK DISTRIBUTION, AND HOW ARE THEY ASSESSING THAT NEED. IS IT JUST STATS?
F. JOB DESCRIPTIONS
I. THIS IS BEHIND SCHEDULE IF ANY ARE DONE AT ALL.
II. NEED TO LOOK AT HIRING PEOPLE WITH MORE QUALIFICATION TO HELP CUT DOWN TRAINING TIMES WHEN NEW PEOPLE COME IN.
III. AS LEADERS WE HAVE TO SHOW MANAGEMENT THIS ISN’T WORKING BY FOLLOWING THE RULES.
IV. UNDE HAS A CLASSIFICATION COURSE AND IT WOULD BE BENEFICIAL FOR MEMBERS TO TAKE IT.
V. ONCE YOU HAVE YOUR JOB DESCRIPTION ON PAPER WORKERS ARE NOT TO DO MORE THEN WHAT IS WRITTEN.
G. LOCAL 30903 FIGHT BACK CAMPAIGN
I. RICK PARENTEAU PASSED OUT SOME PAMPHLETS AND CARDS THAT WERE RECEIVED FROM THE REGIONAL OFFICE.
II. THEY WANT US TO HAVE ONE ON ONE CONVERSATIONS WITH THE MEMBERS TO TALK ABOUT SOME OF THE THINGS GOING ON THAT AFFECT US AS A UNION.
III. THEY WANT US TO GET PEOPLE TO SIGN THE CARDS AND GET CONTACT INFORMATION.
IV. THE GOAL OF THIS IS TO GAUGE HOW MANY PEOPLE ARE SUPPORTIVE OF THE UNION AND TO GET CONTACT INFORMATION SO THEY HAVE A SOLID NETWORK TO DO SOMETHING EFFECTIVE.
V. PSAC OFFICE SENT SOMETHING ABOUT SICK LEAVE, RICK PARENTEAU SENT E-MAIL TO EXECUTIVE OFFICERS
VI. THIS E-MAIL GIVE INFORMATION ABOUT WHAT’S GOING ON, INFORMATION THAT WILL NEED TO BE PASSED ON TO THE MEMBERS
VII. AS EXECUTIVE MEMBERS WE NEED TO KNOW AS MUCH ABOUT THIS AS POSSIBLE TO INFORM MEMBERS SO THEY CAN LOOK UP FOR THEMSELVES.
VIII. RICK PARENTEAU HAS A KIT FOR CAMPAIGNERS AVAILABLE FOR THE EXECUTIVES TO LEARN MORE.
IX. COULD BE DIFFICULT FOR EXECUTIVE MEMBERS TO GO AROUND TALKING TO PEOPLE DURING WORK TIME.
